The defender went straight into the squad for the SPL game with his fomer club Hibernian at Inverness.
Hogg was on loan at Caley Jags from January, making his debut in a Scottish Cup tie with Morton, but left the club at the end of the season.
Butcher told the official ICTFC website: "I'm delighted that Chris has signed a one year deal as we needed another centre half and his vast experience will help our younger players.
"I've kept track of him during the summer but his call to say he wanted to return came right out of the blue - but it was a superb surprise."
Hogg moved from York City to Ipswich Town for £100,000 in 2001 but moved to Hibs in 2005. He played in their 2007 League Cup final winning side who beat Kilmarnock 5-1.
In August 2007 he was made vice captain of the Easter Road club and stepped up to be skipper for the 09/10 season.
